I2P PeX coming to libtorrent

Libtorrent will now support I2P PeX, that means qBittorrent will also do so and so will the other libtorrent based clients, thus increasing the support for I2P torrenting.
Maybe I2P DHT support will come by within a month or two into libtorrent

The PR is merged.

From the changes in the PR, I can see (changed the ChangeLog file) that I2P PEX is coming in libtorrent 2.1.0.
